Having enough toner available is an office essential. If you run out of colour toner, your colour images will not print properly.
If you run out of black toner, your documents will appear faint and lined.
Worse, using a printer when the toner has been exhausted can actually damage your machine, by causing the print heads to overheat and the nozzles to dry out.
Plus, it's sensible to buy multiple toner cartridges at once, because there are loads and loads of different cartridges each of which fits different machines – and while manufacturers usually specify the expected yield of each toner cartridge, it's pretty hard to keep track of how much ink you have used.
